Yes. I've only used a wheel, except when I'm designing custom liveries or vinyl groups. You don't really feel road bumps or driving over curbs on default wheel settings, though, but I tweaked settings to ramp up feel of bumps for a more authentic feel.

The problem is you need tunable parts to tune, and parts unlock over time as you drive the car. This means you need to run a couple-dozen laps before you can get the parts to tune.
