I was watching an old episode of Family Guy wherein Cleveland's wife has an affair with Quagmire. Cleveland ends up furious with Quagmire for it and wants to hurt him. Quagmire isn't the one that cheated on him, though. He should primarily be furious with his wife. It's the spouse's responsibility not to cheat, not other people's. People seem to want to justify being furious with the one they're jealous of and will throw out flimsy excuses like "it takes two to tango" but that fails to adequately place the bulk of the blame on the other person.

Your right I guess but I still feel like the person they cheated with is at least a little to blame.

Your right I guess but I still feel like the person they cheated with is at least a little to blame. Maybe. In most cases, probably some as they probably were aware that the cheating person was in a relationship. However, surely there must be some instances wherein the lover had absolutely no idea. In either scenario, the cheating partner carries at least the overwhelming majority of the blame.

I suppose we want the other person to be guilty so we can be mad at them because jealousy.

I have no doubt that's exactly what it is.
